No Work = Pay?

So, as many of you know, I have been working for the government. I work at Houston Communtiy College and am part of the administration for the High School Summer Bridge Program. When I took this job, I was really excited. I thought it would be a good solid job, in which I had plenty to do. It is a government job however. I do very little and I get paid. As my mom says : that is how it is when you work for the gov ;)
